Bio

Julia Burrows is the senior policy advisor to Sacramento Mayor Darrell Steinberg. The mayor appointed Ms. Burrows in June 2019 to lead his policy work on the issues of housing, climate and transportation.   

Prior to joining Mayor Steinberg’s office, Ms. Burrows served as the director of the Governing Institute, a national think tank and affiliate of Governing magazine, working to advance better state and local government. Ms. Burrows worked for former Sacramento Mayor Kevin Johnson as a sustainability advisor and president/CEO of Greenwise Joint Venture, a nonprofit established by the mayor to advance the green economy in Sacramento. Ms. Burrows' local government career began with the city of Roseville, California, where she served for 22 years in various roles, including deputy city manager and economic development director.  

Ms. Burrows served on the UC Davis Alumni Scholarship Committee for several years and is a founding member of the UC Davis Government and Public Policy Alumni Group. She joined the College of Letters and Science Dean’s Advisory Council in 2020.  

Ms. Burrows earned a Bachelor of Science in environmental policy analysis and planning from UC Davis. She and her husband Chris live in Carmichael, California, and have three adult children.
